How This Project Will Be Delivered

This project will be delivered under the EPD Code.

The Code exists to establish clarity, pace, and accountability throughout delivery — particularly when complexity, pressure, or scrutiny increase.

The statements below define how this project operates.

Delivery is the objective.
This project exists to deliver outcomes. Process, reporting, and structure exist only to support delivery and will be simplified or removed where they obstruct progress.

Decisions drive progress.
Progress is created through decisions, not updates. Decision ownership is explicit. Decisions are time-bound and made with sufficient — not perfect — information. Deferred decisions are treated as delivery risk.

Governance enables action.
Governance exists to support timely, accountable decision-making. Governance forums are expected to decide, resolve, and enable progress. Forums that cannot act will be redesigned.

Accountability is explicit.
Every risk, decision, and action has a named owner with authority to act. Shared responsibility does not remove individual accountability. Unowned items are unresolved.

Reality is acknowledged early.
Change, constraint, and uncertainty are expected. Issues are surfaced early. Plans are adjusted deliberately, not defensively. Drift is corrected before recovery is required.

Operating Under the Code

The EPD Code applies at all times.

It governs how decisions are made, how governance operates, and how delivery is led.
Where behaviours, processes, or structures conflict with the Code, they will change.

This Code is not aspirational.
It is operational.
